Meet the Team

About our Team Members

  • ZaBrina is a distinguished veteran, dedicated public servant, and an active leader in her community. A native of Lebanon, Tennessee, LTC Seay retired from the U.S. Army in December 2014 after 20 years of service, culminating a career marked by excellence in leadership, logistics, and operations. Since October 2019, she has served as the Director and Veteran Service Officer at the Wilson County Veterans Service Office, where she passionately advocates for veterans and their families.

ZaBrina Seay is the daughter and sister of veterans, continuing her family’s proud legacy of military service. In her ongoing commitment to supporting veterans, she founded the No Vet Left Behind Program, which provides emergent same-day food, housing, and limited financial assistance for medication, rent, utilities, fuel, phone bills, and other essential needs. When veterans and their families face immediate housing crises, the program expedites temporary stays in hotels for up to one week, bridging the gap until a long-term solution can be coordinated with Supportive Services for Veteran Families (SSVF) partners. The program addresses critical gaps in care, as many SSVF organizations—such as Centerstone, Mission Accomplished Stable Housing (MASH), Operation Stand Down (OSD), and HUD-VASH—are not always able to provide same-day housing, leaving veterans at risk of shelter stays or homelessness. The No Vet Left Behind Program ensures that even after hours and on weekends, veterans have access to essential services.

In September 2024, ZaBrina hosted the Inaugural No Vet Left Behind Ball, a landmark event that raised over $18,000 to support veterans in Wilson County. The ball honored local veterans, awarded Quilts of Valor, and provided a donated vehicle to a deserving veteran, further reinforcing her dedication to uplifting those who served.

ZaBrina was also instrumental in the creation of the Cumberland University Veterans Coalition, where she worked alongside Cumberland University admissions personnel to establish a dedicated space for veterans and their dependents. This initiative ensures that veteran students receive specific, ongoing assistance throughout their time at the university, addressing their unique needs and fostering a supportive academic environment.

LTC Seay holds accreditations from the Tennessee Department of Veterans Services, Veterans of Foreign Wars (VFW), National Association of County Veterans Service Officers (NACVSO), Disabled American Veterans (DAV), and the American Legion. Her work extends beyond veterans' services, as she also serves on the Wilson County Drug Court Board, the Wilson County Boys and Girls Club Advisory Board, and the City of Lebanon's Board of Zoning Appeals.

ZaBrina is a graduate of Xavier University of Louisiana, where she earned a Bachelor of Science in Biology in 1994. She later received a Master of Public Service Management from Cumberland University. She was commissioned as a Second Lieutenant in the Ordnance Corps and began her military career as a Gold Bar Recruiter at Tulane University.

Throughout her military career, LTC Seay held a variety of critical leadership and staff positions across the globe. These roles included Platoon Leader, Battalion Executive Officer, Company Commander, Brigade Executive Officer, and Director of Logistics. Her assignments took her to Schofield Barracks, Hawaii; Yongsan, Korea; Fort Benning, Georgia; Fort Campbell, Kentucky; Fort Bragg, North Carolina; and Camp As Sayliyah, Qatar. She deployed in support of Operation Iraqi Freedom and served as Director of Logistics over eight countries during Operation Iraqi and Enduring Freedom.

Her military education is extensive, including the Ordnance Officer Basic and Advanced Courses, Air Assault School (Distinguished Honor Graduate), the USAF Airlift Operations Course, Lean Six Sigma Master Black Belt training, and the Intermediate Learning Education Course (CGSC Resident).

LTC Seay's dedication and performance earned her numerous awards and decorations, including the Meritorious Service Medal (6OLC), Army Commendation Medal (2OLC), and the Iraqi Campaign Medal with Campaign Star.

In addition to her professional accomplishments, ZaBrina is the proud mother of two children, Zoiey and Zion. She continues to invest her time and energy into serving her local community and empowering fellow veterans, driven by a steadfast belief that no veteran should be left behind.  Email: zseay@wilsoncountytn.gov
